Concerning the new RoHS and WEE directive, the management of celduc® has created a RoHS

commitee which is in charge of analizing the consequences of these directives.

For the moment, the policy of celduc relais is the one below... policy which will necessarily change

because of the conclusions of the commitee and our clients's requests. Because our main objective is our clients's satisfaction.

With a view to the protection of public health and of the environment, the EU has decided, firstly, to imit the use of certain dangerous substances in EEE (Electrical and Electronic Equipment), and secondly, to organise the collection, processing, recycling and disposal of waste originating from EEE. These measures are organised under three European directives: 2002/95/CE known as ROHS (Reduction of Hazardous Substances), 2002/96/CE known as WEEE (Waste Electric & Electronic Equipment) and 2003/108/CE which modifies article 9 of the WEEE directive.

The EEE targeted by these directives are consumer items such as : washing machines, small and large household electrical appliances, PCs, TVs etc … and under no circumstances industrial equipment used in manufacturing, which have a much longer life cycle than that of household appliances.

The components manufactured by celduc® relais are therefore not concerned by these directives,

unless they have been integrated, by our client, into EEE appliances which are concerned. Please also note that the decrees of application of these directives have not yet been published as law in France .

celduc® relais has nevertheless created a research committee in order to measure the effects that the application of these directives – which one day will undoubtedly be applied to components and

industrial EEE – will have on the reliability of products, on the processes and on the production

equipment used by celduc® relais.

In an exhaustive list published by this committee, celduc® relais, manufacturer and supplier of

components for EEE manufacturers would be, when these directives are extended to the industrial

sector, concerned by lead, mercury and cadmium.

The removal of cadmium and mercury would not be a major problem, however, the elimination of lead, especially in soldering of SnPb type components and printed circuits, could lead to a strong reduction in quality and particularly a fall in product reliability over time …. We refuse to do this without prior indication.

Unless a client expressly requires it for one or several clearly identified products supplied by celduc® relais, nothing will be modified without measuring the consequences of new processes and/or components on the reliability of the product concerned. This will require time, new “high” qualifications and therefore investment which will have to be amortised, in one way or another, by the product or products concerned.

To sum up, we say YES to working towards compliance to these new directives, even though we are not concerned by them today. However, unilaterally reducing the quality of our products in order to comply at all costs, without the client’s request this, we say NO.
